Types of Solicitations
Purchases Under $1,000
Purchases under $1,000 are made independently by Purchasing personnel, provided that three quotes from qualified vendors are received.
Bids for procurement between $1,000 and $7,999 are informal Bids. These bids are unadvertised and unsealed. They are awarded by the City Purchasing Manager to the lowest responsible, responsive bidder complying with the bid specifications.
All purchases over $8,000 are formal bids. These are advertised in local trade papers such as Daily Reporter, Western Builder, and Dodge Reports. Bids are opened by the City Purchasing Manager, tabulated, and referred to the appropriate committee with an award recommendation.
Requests for Proposals
This type of solicitation is utilized when additional evaluation criteria will be considered such as experience of the firm or personnel to be assigned to the project, completeness of the proposal, and ability to meet the city's needs. Typically a committee is in place to review proposals received and rank submissions.
